The need
Our customer, a French department, wanted to communicate by post with the beneficiaries of various services (domestic help, help for the elderly, teleassistance, etc.), avoiding unnecessary mailings that created an image problem or generated unnecessary costs: several mailings to the same people, wrong addresses (NPAI), mailings to deceased people, etc.
Proposed solution
Reconciliation of beneficiaries' postal addresses with the BAN - Base Adresse Nationale*.
Deduplication* multi-criteria (surname, first name, address) and multi-strategy (phonetic, Levenshtein distance, N-gram, ...) to identify duplicates, family households (same surname and same address) and people receiving multiple benefits (benefits stored in different IS).
Identification of deceased persons in order to remove them from mailing lists: cross-referencing with the Fichier des personnes décédées on surname and first name (phonetic + N-gram) as well as date of birth.
Earnings
Identification of people under a single identity, regardless of the benefits they receive.
Significant reduction in the number of mailings thanks to the identification of individuals and family households (several tens of thousands of stamped letters saved over the year).
Detection of irregularities: identification of people receiving benefits that are normally non-cumulative.
