Our client, a French département, wanted to be able to contact the recipients of various benefits and services (domestic help, help for the elderly, remote assistance, etc.) by post while avoiding unnecessary mailings that were creating an image problem and unnecessary expense: multiple letters to the same person, incorrect addresses (NPAI), letters to people who have died, etc.

Proposed solution

Reconciliation of beneficiaries' postal addresses with the BAN - Base Adresse Nationale*.

Deduplication* multi-criteria (surname, first name, address) and multi-strategy (phonetic, Levenshtein distance, N-gram, ...) to identify duplicates, family households (same surname and same address) and people receiving multiple benefits (benefits stored in different IS).

Identification of deceased persons in order to remove them from mailing lists: cross-referencing with the Fichier des personnes décédées on surname and first name (phonetic + N-gram) as well as date of birth.
